The Health Information Technology for Economic and Clinical Health (HITECH) Act was designed to assure providers are properly trained and equipped to be meaningful users of Certified EHRs. The HITECH Act establishes incentive payments under Medicare and Medicaid programs for eligible professionals, eligible hospitals, and critical access hospitals that meaningfully use Certified EHR Technology (CEHRT). To receive an EHR incentive payment, providers have to show that they are “meaningfully using” their certified EHRs by meeting thresholds for a number of objectives. To meet the requirements of Meaningful Use Stage 2, providers must fulfill the required 17 Core Objectives including, electronic prescribing, clinical decision support and patient electronic access, along with 3 out of 6 available Menu Objectives, and 9 out of 64 clinical quality measures.
